Alliance for National Transformation (ANT) Party President, Rtd. Gen. Mugisha Muntu, has voiced disappointment over the continued underdevelopment of Luweero District despite its symbolic and historical significance in Uganda’s liberation history.
While campaigning in Nakaseke and Luweero for his 2026 presidential bid, Muntu said it was disappointing that a region that served as the backbone of the National Resistance Army (NRA) struggle in the 1980s has seen minimal progress decades after ushering the current government into power.
He accused the government of neglecting the area and failing to honour the sacrifices of those who lost their lives during the war.
“If people in Luweero had demanded payment during the liberation war, we would not have achieved peace,” Muntu said.
“President Museveni has made Ugandans believe that money can buy everything, which is destroying the moral fabric of our nation.”
Muntu urged President Museveni to recognise that leadership is not permanent, saying he should safeguard his legacy by facilitating a peaceful transfer of power.
“The time has come for President Museveni to hand over power peacefully so that Uganda can move forward,” he said.
Residents who attended the campaign events expressed mixed reactions to Muntu’s remarks. Some praised his discipline and integrity, saying he represents a new style of leadership that emphasises order and accountability.
Others, however, expressed scepticism, raising concerns that he could also cling to power if elected.
Rauben Kavuma, a resident of Luweero Modern Ward, highlighted persistent infrastructural and social challenges in the district, including deteriorating road networks and high youth unemployment.
“If Muntu wins the elections, he should prioritise improving services and addressing youth unemployment,” he said.
Cissy Nakachwa, another resident, expressed concern over inadequate health services in government facilities, arguing that many people are forced to seek expensive private healthcare.
Muntu’s visit reignited debate over the legacy of Luweero as the heart of Uganda’s liberation journey and what many residents say is a lack of proportional development despite decades of loyalty and contribution to the ruling establishment.
